The UN Security Council has voted to endorse proposals presented by Donald Trump for securing a long-term stability in Gaza, featuring the deployment of an multinational security unit and a possible path to a independent Palestine.
This measure was adopted by a vote of 13-0, with both China and Russia abstaining. The US envoy the American delegate addressed the council chamber that it set “a fresh direction in the Middle East for both sides and all the residents of the region alike”.
Addition of references to an independent Palestine was the concession the America offered for backing from the Muslim nations, who are expected to contribute security forces for the multinational unit.
“Interim measures that we begin today must be carried out in accordance with global standards and honoring Palestinian sovereignty,” Britain's representative affirmed.
However, on the verge of the resolution approval, Israeli prime minister Benjamin Netanyahu reiterated his cabinet's strong objection to the establishment of a Palestinian state, raising questions on whether Israel will allow the enactment of the Council-backed plan.
The reference to sovereignty was a balanced insertion to an first US version which excluded it. However the phrasing is vague and conditional, promising only that once the Palestinian leadership has undergone changes and the reconstruction of the territory is progressing, “the situation may eventually be in readiness for a realistic route to Palestinian self-determination and sovereignty.”
The language was insufficient of the firm commitment to the establishment of a sovereign Palestine beside Israel requested by Muslim nations, as well as European council members, but in statements to the council after the vote, envoys from those countries said they were prepared to accept the settlement in the interests of continuing the ongoing cessation of hostilities and swift steps to provide for and safeguard the over two million Palestinian residents in Gaza.
“We has eventually decided to endorse of this resolution, a measure that we approve its main goal, namely the maintenance of the truce and the establishment of circumstances enabling the Palestinian people to exercise their immeasurable rights to sovereignty and nationhood,” Algeria's representative stated.
The resolution grants overall oversight authority to a “stabilisation committee” chaired by Donald Trump, but of undefined composition. The group has to update the international body but it is not bound by the preferences of the global organization or by the Palestinian Authority.
Furthermore, it demands the formation of a Palestinian technocratic committee that is expected to manage daily administration of the Gaza and the delivery of services, but it is highly uncertain who would take part.
The authority of the ISF empowers it to neutralize and disband fighting factions in the strip, but it is quite ambiguous that potential participating nations would agree to attempt to face such factions. Not a single nation has to date agreed to contributing forces.
Additionally the standards for modification of Palestinian leadership, the prerequisite towards steps to Palestinian statehood, have been hazy.
European officials said they deemed it necessary that the members of the expert panel to provide utilities was settled as promptly.
